On the contrary I recommend that if the continuance of the Bureau allows of time to carry out a sustained plan, an officer of greater moral power and energy than Mr. Reed be placed on duty on the Eastern Shore and that the division comprising James City and York Counties, now vacant by the resignation of Mr. Massey be given to the change of an officer of like character.  

The second of the communications above referred to recommends that the last named Counties be left to the charge of the Sub. Asst. Comr in addition to his other duties provided that he be allowed extra expenses thus necessarily incurred. 

While in the present vacancy for this division the S.A.C. is forced to take temporary charge of it. I do not recommend that it be left without a resident officer. The distance from the doors of the S.A.C. and his proper attention to his other duties earned, in my opinion, havent his giving due time to the population and important counties in question. 

With reference, however, to the principle of allowing extra compensation for the expenses of such frequent travelling as is required
