In obedience to S.O. 59 May 25th '68 from your Head Quarters I have made an inspection of Bureau affairs in the 5th Sub. District, with special reference to the communications of S.C. Armstrong Sub. Asst. Commissioner dated March 26th/68 and May 21st 1868 referred to me on April 29th and May 25th/68 respectively.

Before my recent inspection, the greater portion of the communication first, above referred, to had ceased to be of practical importance on account of your action in relieving Lt. Sherwood from Bureau duty on the Eastern Shore by Mr. Reed, who had been relieved from duty as the A.S.A. Comr. Of the Division, comprising Elizabeth City and Warwick Counties, which had thereupon been placed in the charge of Gen'l Armstrong
