Sir. In my report of the Administration of Civil Justice, for the month of November 1867, I had the honor to present the case of certain colored men, charged with whipping a freedman name Goff, and running him out of the County.

The case came up for trial, at this June term of the County Court, and all efforts made to give it political significance failed. Goff acknowledged that he had had illicit intercourse with the old man Alexander's wife.  and it was for this cause he was punished.  The result of the verdict was as follows:

George Lynch, who was considered the Leader of the party who whipped Goff was fined $15. 
Frank Winston $10, Andrew Hoge $7.50, Lee Cox $7.50 - J Carrington Vaughn $7.50
