All the Counties make provision for the support of the poor without distinction of Color. There have been but very few cases reported of extreme destitution and these have been provided for by the overseers of the poor.

In the administration of civil justice and in the admission of testimony of Colored witnesses the Freedmen are generally dealt with impartially. One case is reported (The case of commonwealth vs C.H. Earhart reported by me on the 20th inst) in which the Jury acquitted in the face of the plainest testimony. This is considered by those who heard the trial a clear case of partiality and the fault was mostly in the prosecuting Attorney who evidently neglected his duty.

The Counties are visited monthly which affords an opportunity for the Freedmen to consult the Agent upon such matters as they desire his counsel. Most of the complaints are of a trivial nature and with the assistance of the Agent are easily settled.
