Sir:

I have the honor to state in reply to your telegram of this date, that I was notified in a letter dated Aug 3d' 68. from Hd Qrs Asst. Comr Dist. of Va., that the appointment of M. S. Reed. as an Agent of this Bureau was revoked to date Aug. 10th 68, but subsequently, Aug. 4th, Special Order No. 94. C.S. Hd Qrs Asst. Comr, directed M. S. Reed. after being relieved by his successor, to report by letter to the Asst. Comr Dist. of Va.. The letter from M. S. Reed was forwarded from this office on the 13th inst.

Believing the intent of the order, directing Mr. Reed to "report by letter," to be that he was to be officially notified of his discharge, or reassignment to duty in some other field, from Hd Qrs Asst Comr I did not notify him of his discharge as per
