The general condition of Freedmen is unchanged, and I need remark that the Freedmen in all the counties under my charge are in a condition without prospect of change, and without hope, until there shall be a settled organic law and fixed relatives. All my reports from the first up to this time upon the general condition of Freedmen, have been only different views from varied standpoints of what has been an essentially unchanged state of things.
