the civil courts of this division. There are some excellent magistrates, who, removed for fear of public opinion, would, I believe, be perfectly fair in all cases, to all classes. 

But as things are the doubt always goes in favor of the white, and against the colored man.

The county authorities of Northampton and Accomac counties propose to take care of their own poor, and no complaint has ever reached me of them failing to receive a proper applicant; but the condition of the poor is so wretched, that only those in the extremest destitution would think of applying. 

There will probably be seven or eight schools opened this fall and winter upon the Eastern Shore. The liberal contributions of the Bureau will have secured these. There is hope of affording educational advantages to nearly all children in that section.
