Third Division Thomas J. Rice A.S.A.C.
The books in charge of this officer are fairly kept, though they would bear a little more attention. The records, especially the files of papers etc. of his predecessors are in confusion, and, through the carelessness of some one, important papers have been lost.

The freedmen are, as a general thing, industrious, temperate, orderly and kindly disposed. Their general condition remains unchanged. They are buying no land; they cannot save any thing from their wages wherewith to buy. They are, as they were three years ago, just making a living - no more.
