had but a short time previous assumed charge. 

I gave such directions as should enable Mr Ayres to put his office in proper order, and keep records and books in the prescribed manner. I think allowance should be made for his want of familiarity with the needs of doing business in the Bureau, of which he seems to have very little knowledge.

The disposition of the civil authorities of this division both in the matter of doing justice to freedmen, and in providing for the poor require no further account than has already been given in previous reports.

Efforts are being made to supply each county with schools - with fair encouragement of success.
