Special Order No 120, Series of 1867 directs that I shall allow, the troops at Yorktown to occupy any of the unoccupied buildings at that place for military purposes. I did not then nor do I now understand that, I was in any manner relieved from my responsibility in regard this building or that above mentioned order was to be considered as permanently transferring the building to the U.S.A If the County Court of York Co desire one of the Bureau Buildings, I see no reason why they should not pay rent therefor.
