Sir,
The horse which was sent by you to R.S. Lacey, S.A. Comr. 7th Sub. Dist under instructions from the Chf. Q.M. dated August 5 1868, is such a worthless animal, that it is suspected that it is not the government horse originally issued by the Q.M. to the A.S.A. Comr. from whom it was last received. It is a large, clumsy and poor iron grey horse, evidently worn out in the service, as the brand U.S. has been obliterated. You will investigate this matter thoroughly and take the sworn statement of parties in the matter.

It is first desirable to ascertain by whom the horse was last turned in, and then, to learn if it is the same horse that was transferred
