I have the honor to reply to your letter of Oct. 24. '68. directing "an immeidate and satisfactory explanation of" my "neglect to comply with the requirements of Circular No. 16. C.S." from your office, by stating that I understand said charge of neglect to refer to leave of absence for three days, granted me by S.O. 115. C.S. dated September 22d '68 from your office, and by further stating that at the time of my departure, in accordance therewith, the requirements of said order had so far escaped my memory, that I directed my temporary successor in charge of this office, Mr. A.W. Weeks, to report to the Asst. Comr. my departure, as soon as the order
