Owing to the constant and discreditable failures of Northern School Superintendents who have been sent into my Sub Districts, I have requested that no more superintendents be sent, and have assumed directly the building up, organizing supplying with teachers, books etc., and supervising of from two to five new schools in each County of this Sub District, besides the management of a large school system in and about Hampton.

I have seen no other way of insuring the progress and efficacy of schools, and have deemed it quite within the scope of my duties as Bureau Agent to advance the best of my abilities the educational work among freedman.

Much of my own time and that of my clerks is thus taken, and a work of no mean importance is now being advanced, yet I know not how this large portion of my duties can appear upon your office records, or be known at your office.
