This is the busiest season of the year. I am in the midst of erecting and reparing school buildings, and the loss of Mr. Purington would be very embarrassing. Further, if there is to be any final disposition of public buildings, hospital, and other property of  which I am in charge, the services of both my clerks needed till that shall be accomplished. They are now fully occupied with their duties in this office; office hours have, for months, been from 8½ o'clock A.M. till 4½ o'clock P.M.

A reduction in my clerical force will be extremely embarrassing to me officially, and in the wide range of earnest effort I am making for the benefit of freedpeople. It is for you to say whether such efforts are to be sustained by
