Considering what is yet to be done, the few results already attained are as nothing. The agencies at work are great, but the object being the improvement of an ignorant, degraded race, the work may be considered as only commenced. The few years that have passed since the slaves were liberated have no more than served to well arrange the forces, mental and moral, that should be steadily applied for generations, in order to make such impression on a race stupefied by two hundred years of bondage, and with antecedents previous to this servitude, worse that this bondage. 

Today the freedmen are extremely ignorant, suspicious, jealous, unfit because unable, most of them, to vote intelligently, except on the question of loyalty or disloyalty to the government, and wholly dependent for the means of supporting life upon those who have, as a class, no respect for their rights, no belief in the possibility of their elevation, and a perfect contempt for those who
