withdrawn, the only recourse of the loyalist who is outraged by enemies that occupy the bench and fill the jury box.

But, after reconstruction, it cannot be supposed that any more than an advisory relation can exist between the officials of a Bureau like this, and the citizens of a state. I only state the condition of things; it is not for me to devise measures, involving constitutional questions, that shall best meet such condition.

I beg leave to ask if it is intended to withdraw the powerful material and moral support of the Bureau from the advancing lines of Northern teachers that now are so hopefully and rapidly instilling the principles of a true civilization in the South. Looking at this end alone the Bureau is now none too strong; it cannot be weakened without the most essential damage to the deepest, most vital interests of
