Were Bureau officials paid for the unavoidable outlay of traveling on duty (and the best duty they can do is in this way) my present force could do all they are now doing, and quite as well, over twice the extent of their present respective jurisdictions. With this eminently just reimbursement, I need every man I have got for moral and educational work alone, and the power that diminishes this force diminishes school and darkens the freedmans hope.

I speak for my own Sub District, and, in the name of its great needs, of its impoverished degraded masses, to give to whom education only is to give little enough, protest against withdrawing one ray from the light that is beginning to shine brightly upon them; and this leaves me free from the responsibility of the consequences of withdrawing this Bureau, so far this Sub-District is concerned.
