I am fully convinced that nothing less than a permanent educational Bureau, with large means of operating, and with many well selected agents, will assure to the country the fruits of the war, and implant the seeds of that new civilization in the South which must effectually displace the old in order to ever fully realize the unity and the peace so essential to our form of government.
