The Asst. Comr. directs that you investigate the burning of the Freedman's Church at Modestown, Accomac Co. Va. reported in your last report under Cir. 6.- Your statement of the affair is not considered satisfactory, as it is not stated, if it was the malicious act of whites or, colored, or an accident.
