ER Applies for an appointment in the Bureau R.F. & A.L. States, that, he was the first East Virginian to raise a Company for the Union Army, and the only one, who served as an officer, in the Colored Troops. [[stamp]] BUREAU R.F. & A.L. WASHINGTON.
