Respectfully returned to Bvt. Lt. Col. S.P. Lee S.A. Comr. with regard to the within accusation which W.B. Downey makes against me in the case of Sarah Thomas, colored, I have to say that some time in December last according to my recollection, she came to my Office and stated that one Wm. J. Skinner had assaulted her as stated in Mr. Downeys communication, I at once inquired if she had [[strikethrough]] the [[/strikethrough]] brought the case before the civil authorities
