This document is forwarded by the S.A. Comr stating that "from what he can learn without visiting Hillsville, he should think it was well to have the case investigated by a Mil. Commissioner."-  There is no hint of what the S.A.C. could learn, and no shadow of reason assigned, why the case should receive the attention of the Bureau. Not even is there a request for instruction then made.-

The Asst. Comr. accordingly returned the paper with the simple endorsement of October 30th; which would naturally suggest to the S.A.C. to furnish reasons, if he had any, why the case should receive the attention of the Bureau.- The latter replied by endorsement of November 1st.- "requesting information as to whether, in case like the within, he should send them to Genl Brown, Genl Stoneman, Genl Wilcox or the Mil. Comr. on duty in this Sub District" - The difficulty in answering this request was obvious, as there was really no case within presented, so as to be intelligible or to be an example of any "class of cases" whatever.- The personal status of the parties - whether refugees or freedmen - determines whether a case should be the special case of this
