I Saml R. Chisman a Justice of the Peace, for the County of Elizabeth City, State of Virginia, do hereby certify that William H. Curtis, adm of George Massenburg made oath before me in my said County, that he is not embraced within any of the excepted classes of the President Amnesty Proclamation May 29: 1865
