Enclosed you will receive the papers containing my application for pay for my services as member of the Freedman's Court. It may be proper to state that the papers got misplaced, and we supposed, were entirely lost till a few days ago, they came to light. On finding them, I went to Fredericksburg to conduct with Major James Johnson, Supt of the Freedman's Bureau at that place-- He advised me to make off an account charging for each day, and credit the account by any money received, which I have done. I observe that Genl O. Brown has made an endorsement that we are to be pairs, not exceeding three dollars a day each. Now, Genl Howard, you know that three dollars a day is not a reasonable compensation for the services of a man and horse. I reside several miles from the Court House, where the Courts were held and had to have the use of a horse. I was elected on behalf of the Freedmen, and was constantly being called on by them for advice, as to how they should proceed to obtain their rights.
