In compliance with endorsements on communication of Wm. Gallon, Esq. dated King Geo Co. Va. May 14th 1868. I have the honor to make the following report.
Wm Gallon called upon me with reference to his getting pay as an agent of the Freedmen's Court. at which time I told him I had no funds of the Bureau to pay him with and that I was not a disbursing officer. He then stated he would go to Washington and see Gen'l Howard with regard to his claim.

From instructions received from your office you intended the costs and fines growing out of [[?]] coming before the Freedmen's Courts to fully compensate the agents thereof, and this seemed to be your view from the time the courts were organized until March 1866. When further instructions were received to
