fully compensate the agents thereof and this seemed to be your view from the time the courts were organized until March 1866 when further instructions were received to add the funds received from contracts made between whites and freedmen before Bureau Supt to the fund for the payments of the Agents aforesaid which funds were so applied until the Bureau Courts were suspended (June 4 1866)
Prior to March 1866 all monies received by me from superintendents on account of contracts were turned over as Bureau funds to Bvt Maj Geo Q White, Chief Qr Mr & D.O.  I only received nine and 69/100 Dollars ($9.69) from the County of King George during the whole time authority was given to charge the fifty cents for making and approving contracts aforesaid and during that time paid to Messrs Colton and Hunter Agents of Bureau Courts for that County Fifteen Dollars
