They are further instructed without regard to District lines, each to give immediate attentions to all cases of special emergency, and continue them, until the Physician of the District assumes charge.

This arrangement is working in a very satisfactory manner, and all wants of indigent freedmen, are now to a reasonable extent provided for.  The amount of sickness is not larger than usual, but there is lessened ability among the freedmen in the city to provide for themselves: The mortality is about the usual percentage, and both sickness and deaths are less than could be reasonably expected, under present circumstances.
