No epidemic, infectious, or contagious diseases are existing in the District. The general sanitary condition of freedmen in the state, is full as good as could be hoped for under present circumstances, and their medical necessities as fully attended to, as could be expected.

A soup house having been established at Richmond for the indigent of all classes, I have inspected the same frequently and think it proper to report, that the quality of the soup there furnished, is in my opinion very satisfactory, and the bread that is furnished with it, is most excellent; while the ration of both is sufficient.  I have also made inspections of the solid food issued by the Commissary, and have at all times found it unexceptionable.  The whole establishment is kept in a very neat and creditable condition, and is giving a much needed relief to a large number of all classes who without this aid would be in a
