Respectfully returned to Major General O.O. Howard Commissioner, with the information, that from July 1st 1867 to the 1st of April 1868, we have expanded on account of Schools and Asylums in this state. $28239.18 and that there is now authorized, but not yet expended $1000 - for a school at Halifax C.H. and $1170.45 balance on account of the Normal School at Hampton.

The monthly rental of buildings used for Schools and Asylums at present is about $900.00. - It will be observed, that if no further amount is expended for repairs &c, on July 1st the expenditures will exceed the amount of the appropriation ($25,000.00) for schools & asylums for Virginia about $8,000.00.

Information is respectfully requested, whether the additional amount called for in the written application, can be of appropriated for Virginia.
