Office Military Commissioner
29th Division of Virginia
Abingdon Va August 21st 1868.

Capt W. P. Austin
Wytheville Va

Captain
In the absence of Capt McDougall I would Respectfully state that this morning a Freedman was found. a few hundred yards East of this place and not far from the V & F. R.R. with his Skull fractured in three places and broken in in one place just back of and a little above the left Ear. As yet no clue has been gotten of the Perpetrator or Perpetrators of the Deed. The man is insensible & cannot tell who did it. The bitterness of feeling on the part of the white people towards the Colored is increasing. and altogether on account of Political Sentiments.

I Am Capt,
Yours &C
F. J. Dunne
Lt 11th Infantry
