The same favorable sanitary condition reported last month still continues. No infections, epidemic or contagious disease is prevailing among freedmen in Virginia. The general condition of health has been better than could have been expected under the circumstances. With the approach of cold weather, however, a moderate increase of disease is noticed, and as the weather becomes more severe, owing to the unprotected condition of many freedmen and their want of means, there must be much suffering, while there is little preparation on the part of the civil authorities to [[?]] it. In vi of the actual conditions of thousands of freedmen in the Dist Va it is a misfortune that the time fixed for closing the freedmen's "Bureau" is mid winter, a time when there persons are usually almost without means, and without opportunity to earn them.
