General:

Lieut. Col. Anderson has recently called my attention to a letter from Dr. De Lamater of your Bureau, to the superintendent of the Eastern Lunatic Asylum, in which he states that he has been informed by you that large additions have been made to the capacity of the Asylum; and that you have directed the transfer to that institution, of patients from Howard's Grove Hospital: and adds: "It is the purpose of the Bureau to insist that no distinction in regard to color shall influence the question of the reception of patients".

I shall state, for your information, that so far from any additions having been made to the capacity of the Asylum, there has been actually a decrease of some thirty beds, in consequence of assigning colored patients
