to more comfortable quarters; and I am happy to say that under the management of the present superintendent, the material comfort of the colored patients has been much improved.

You are aware, General, that no patient can be received by the Superintendent into the Asylum, without the approval of an executive committee of three directors: and I assure you there is no disposition to exclude patients in consequence of color; and that the directors feel as deep an interest in the welfare of these unfortunates, as the officials of the Freedman's Bureau. Before my first visit to the Asylum, I called the attention of the General Commanding to this subject, supposing at that time there were no colored patients in the Institution: and received his instructions in regard to the matter.

I must request you to instruct Dr. De Lamater to make hereafter his demands upon the Directors: and must also call your attention to his communication which is not altogether courteous.
