Pursuant to the instructions contained in the Resolution of Congress instructing the  Committee on Freedmens affairs to enquire if there is any necessity for the continuance of the Bureau I have the honor to report that I think the Bureau will be necessary ofr the protection of the Freedmen in this Division, until the State has re-entered the Union, and has such laws in force as will protect the colored man in his rights as I am perfectly satisfied that now, without military aid, there would not be a single chance for them getting judgement in a suit against a white man and not a white man would be fined a cent for beating a negro.
