Wilbraham April 17th 1868

General:-
I send you herewith a Statement with affidavit concerning (40) forty carts dropped from my July Returns of Bureau Property for the year 1865; the same carts covered by the "42" I sent you for approval but which you returned saying only 23 carts appeared on my returns for July &c.

The June Returns show (63) sixty-three to be accounted for and the July (23) twenty-three, a discrepancy of (40) forty; the facts are these

I made my July Return first having reported to you for duty in the Bureau the last of June and hence did not have any Bureau property on my hands till July, but afterward you wished me to Receipt to you for the property on your papers at the date of your muster out as Capt. & A.Q.M. which involved a Return for June which I made with Reluctance but you said you would make all right and you always have so far. But by some oversight my Clerks as well as myself overlooked the discrepancy on the carts & did not make the correction on the August Returns which would have been the time when made the correction which would
