Lieutenant,
I have the honor to return herewith the enclosed communication, with the following report.

The point where it is proposed to erect the building within refered to is known as Green Bay, and is about three miles above Beaver Dam Depot, on the Va. C.R.R.

By appointment I met the col'd people of that section, together with a few whites who were interested for the purpose of organizing.  The meeting was held on the 9th inst, and the following named persons were selected as Trustees;- William T. Dickinson, white.  Fleming Brown, col'd; Robert Mason, col'd:  the address of the first named Bumpass P.O. Louisa Co. Va.
