the suburbs the Factories were all closed at least one month earlier than usual, and in the Foundaries the Colored help employed were dispensed with as far as possible and White men employed in their places.  This was so with the Railroad Companies, with the honorable exception of the R.F. and P.R. Road Co.  That the result of the election was the immediate cause of this wholesale discharge of Colored men where is not a shadow of doubt.  In consequence of this, the Bureau has been called on to help the hungry and suffering to a greater degree especially in the month of December than at any period since its organization.  I hope never again to have these facts to report.
   The year which expired on the 31st December 1867, has not been marked with that great improvement among the Colored people, which their friends had hoped for and desired.  In the matter of Education alone, is progress towards a greater Civilization seen, that there has been a decided improvement in this great blessing one only has to cast his eyes over the State and see the great number of Colored, Old and young, attending day and night Schools.
