Dear General:
I think it desirable than an officer be sent to Charlottesville to take charge of the Bureau interests there and to be constantly on the ground. An officer of the right kind is needed there constantly I think to look after the interests of the freedmen both pecuniary and other. I have my hands full to do justice to their interests in Orange and Louisa which are both large populous
