I have the honor to return herewith the statement submitted by B.C. Cook, A.S.A. Com'r in behalf of Frank Patterson (col'd) of High Hill Tavern Powhatan Co. Va., with the following report of facts in the case.  In the fall of 1865 Frank Patterson rented the place in question from Mrs. Martin for the year '66 for which he agreed to pay a stated amount of rental the end of the year he had only paid seven days work as rent, but applied again for the place for the next year (67) when Mrs. Martin refused to rent it to him but he remained thereon and made his crops and paid no rent. About the first of August 1867 she served a written notice on him to vacate the
