immediately forwarded aid to the scared or pretended scared white individuals and an officer was sent to investigate the affair. Upon the officer's report the ringleaders (so called) were arrested and placed in confinement at Libby Prison. I fear that the report did not embrace all the facts in the case, but few if any of the colored were called upon for testimony relative thereto. There is some suffering in this County  around Manchester according to the stringency in the Commercial world. I hope to report a better state of affairs in my next quarterly report. I have given to these people largely of food; it must not be overlooked. That the proprietors of [[?]] Bridge have been very generous in passing the indigent to and from Manchester free of charge.
