Lieutenant,
With reference to that portion of my monthly report for April which stated that inquiry was being made as to the alleged partial and reprehensible conduct of the Board of Overseers at its recent session, I have the honor to state that I have completed the investigation and find that the charges were well founded. The Board was reluctant to allow a col'd carpenter pay for two coffins made at the instance of one of the overseers for the interment of a col'd destitute, some expressing themselves that this class ought to be required to bury their own paupers. It afterward, without questioning, allowed a white man his entire Bill for making a large number of coffins, without any order from an overseer, although by a previous rule of the Board such order
