Captain,
In compliance with provisions of Circular No. 5 - series 1867 from Head Qr's Assist. Comm'r Virginia. I have the honor respectfully to submit the following Report for the Quarter ending June 30th 1868.

Matters are progressing in this Sub District favorably so far as the freedman is concerned. In the Counties of Hanover, King William, Chesterfield and part of Henrico, they are at work, busily engaged tilling the soil, and but few complaints of ill treatment at the hands of their employers, reaches this Office. Richmond and the little Villages adjoining are ever crowded with women and children.- a class for whom it almost appears impossible to fair employment
