employment. This class have from two to seven small children, and they would only prove a burden to those giving them employment. The Bureau is at present extending aid to them, for without its help great indeed would be their suffering. Among the poor Whites of Richmond there is more destitution at the present date, than at any period since my connection with the Bureau. i have vainly tried to get the City Authorities up to this time, to administer to the wants of this class of people. They are not "Refugees" consequently they are not chargeable to nor have they any claim on the Bureau farther than humanity would dictate.
What the result of this destitution will be, the future alone can determine.
The indigent colored, not sick, are fed upon Soup rations, when at least practicable. We are now issuing about 1200 rations of Soup daily to women and children at a cost of 3 1/3 cents per ration.
