administration of Mr. Wardwell a success which will prove a great saving to the State.  The public guard should be withdrawn and this duty of guarding the prison be given to men chosen by the superintendent.  All provisions and material for manufacture now used by the Penitentiary comes second or third handed to the prison; each party through whose hands such provisions and material passes making a commission thereon.  This order of things ought to be abolished and the Superintendent be allowed to make all purchases by permission of the Board of Directors.  While inspecting the prison my attention was called to the upwards of thirty prisoners nearly all of whom I firmly believe are not deprived of liberty because of their crimes but sent to the Penitentiary because they were union men: prominent among these are Geo. Roper 11th, U.S. Infantry convicted in Chesterfield County, Geo. May 5th Maryland Infantry convicted in Fairfax County J.S. Jones a Union scout during the war and attached to the 13th, Tenn, Infty, convicted in Washington County, Landon T. Lovett 1st Lieut.
