Co. "B" 3d West Virginia Cav., J.W. Fletcher union scout convicted in Faquier Co., Robert Christian Union scout attached to the 13th. Tenn. convicted in Richmond, John Jones 6th. U.S. Colored Troops, convicted in Richmond, James Farrell, now a member of the 21st Infantry, convicted in Petersburg, Wm. Clark convicted in Washington County, Oscar Goode convicted in Powhattan Co., and R. H. Hogan convicted in Roanoke County. I had the opportunity of interrogating each of the above named prisoners and am fully convinced that some if not all were prejudged. Each one informed me that the Courts before whom they were tried refused to send for a single witness to be used for the defence; some of the alleged crimes for which these men now suffer were committed while the State was in rebellion, In connection with the above cases I would respectfully call your attention to Joseph Ridley and Chas Parker (cold) aged respectively 9 and 11 years. These children (who were pardoned by the Governor on the 29th, ult) were convicted by the civil authorities
