Three or four have been repaired in King William, one in New Kent, one in Henrico and one in Chesterfield in addition to those already organized; there is a wide field for opperation in this Sub District owing to the many Colored and white Refugee children in same.

Manufactories are doing but little and much suffering must ensue this Winter. What are we to do.

We cannot support this people en masse, and to discriminate is almost impossible. We are doing all we can to prevent suffering but numbers must and will continue to suffer for food, fuel and raiment this Winter.
