My efforts to secure the support of indigent Freedmen are continually met by obstacles similar to those herein stated by S.C. Armstrong, Sub-Asst. Comr., but in many instances not as easily overcome. I would respectfully ask authority to make the expenditure, as requested by Mr. Armstrong.
