I have the honor to submit the following as the Estimate number of Rations required for issue to Loyal Refugees, Sick and Destitute freedmen, in my Sub-District for the month of December 1868. viz!

1st Division - 19,000 Dry rations
1st Division 40,000 Soup rations
3d Division - 31 Dry rations
4th Division - 1, 144 Dry rations
Howard Grove Hospital - 15,500 Dry rations

Total 40,000 Soup rations 35, 675 Dry rations
