In compliance with Circular No 5 C.S. Head Quars Assist Commissioner Bur R.F. & A.L. State of Virginia, I have the honor to make the following report - 

Since my last quarterly report I find that a strong feeling of distrust has shown itself between the two races.

The failure of the whites to control the colored vote at the late election which they had hoped to do - the loss of the state to the (so called) Conservative party in the Delegate election - together with the encouragement taken from the fall elections at the north may have caused the long concealed feeling of opposition to blacks having the right of suffrage - to culminate - and produced the distrustful
