In criminal as well as civil proceedings to which freedmen are parties but little weight is given by Juries to the testimony of colored witnesses, when such testimony is adverse to the testimony and interest of Whites.

I think the verdicts of several cases that have lately been reported to you will substantiate this. 

The authorities undertake to provide for all indigent freedmen - which provision is of a poor character - this will equally apply to white dependants.

The desire for mental cultivation among the blacks seems unabated and schools are patronized to the extent of their ability, where teachers can be procured.

A large school is in operation in Fredericksburg taught by Mrs Stoutenburgh and daughter of New York who have until lately been paid for their services by the Baptist Missionary Society. These Ladies are now dependant upon the School for remuneration.

There is one other pay school in Fredericksburg which is taught by a late pupil of Mrs Stoutenburgh's school.
